Head

Head (Coordinator) of the Office

The Coordinator of the Office is appointed by the Regulatory Committee of the Parliament after proposal by the President of the Parliament, according to the Article 5 of the Special Regulation of internal operation and organization of the State Budget Office (Resolution of the Speaker of the Greek parliament, 16074, Government Gazette Α΄ 2123/31.12.2010).

Coordinator

John Tsoukalas is Professor of Economics at the Adam Smith Business School (department of Economics), University of Glasgow.  Previously, he has served as the Head of the Economics department and Vice Dean of the Adam Smith Business School.  From 2020 he is serving as the Academic lead of the ESRC funded Productivity Institute, Scotland Forum.  He has served at the Bank of England as an economist in Monetary Analysis and a research fellow at the U.S. Federal Reserve Bank.  He has also held a visiting professor appointment at the Johns Hopkins University in the U.S.A. His research interests span macroeconomics and finance. He has published in top economics academic journals such as the American Economic Journal, Review of Economics and Statistics, Economic Journal, European Economic Review, Review of Finance and has been invited in numerous conferences and seminars. 

He holds a BA degree from the Athens University of Economics and Business and a PhD degree from the University of Maryland, College Park in the U.S.A

Scientific Committee

The scientific committee consists of four members and the selection of the members of the committee is responsibility of the Special Commission of review and of the general state balance sheet and control of the implementation of the state budget, according to article 6 of the Special Regulation of internal operation and organization.

The committee delivers opinions on issues requested in writing by the President of the Parliament, or, the Office Director, or, the parliamentary committees referred to in Article 2 (1C), and approves the quarterly and annual reports, referred to in Article 2 (2) of the Regulation.

image Kanas Aggelos

Professor of Finance at the University of Piraeus. Previous posts include a lectureship at the University of Wales Bangor, a lectureship at the University of Stirling, and a professorship at the University of Kent, UK.

National Expert at the EC, DG ECFIN.

Holder of Degree (First Class) in Economics from Athens University of Economics and Business, M.Sc. in Finance from University of Strathclyde, and Ph.D. from University of Aston. Recipient of full scholarships and grants from various institutions, including the State Scholarships Foundation, Bodosakis Foundation and Halkiopoulos Foundation. Publications in Journal of Money Credit and Banking, Journal of Financial Stability, European Journal of Operational Research, Journal of Banking and Finance, Journal of International Money and Finance, Journal of Operational Research Society, Economics Letters, Journal of Financial Research, Financial Review. Previous member of the Editorial Board of Empirical Economics and Applied Financial Economics. Research impact: h-index = 30.

image Marina-Eliza Spaliara

Marina-Eliza Spaliara is a professor in the Department of Economics at the Adam Smith Business School at the University of Glasgow. She holds an undergraduate degree in Economics from the University of Patras, a postgraduate degree in Economics and Finance from the University of Nottingham, and she completed her doctoral thesis at the same university.

Her research has been published in highly ranked international journals, including the Journal of Financial Intermediation, Economic Inquiry, the British Journal of Management, and the Journal of Banking and Finance.

Lastly, she has developed research collaborations with the Central Bank of Portugal and international research institutes such as the Kiel Institute for the World Economy (IfW Kiel) and the Centre for Private Equity and MBO Research (CMBOR, University of Nottingham).

image Konstantinos Gkravas

Konstantinos Gkravas holds a PhD from the Department of History and Philosophy of Science of the National and Kapodistrian University of Athens. He has conducted a post-doctoral research in the field of “Global Monetary System and the Euro Area” at the Department of Economics of the Athens University of Economics and Business (AUEB), of which he is an academic fellow and an adjunct instructor.

He has also taught at the Department of Banking and Financial Management of the University of Piraeus, as well as at the Hellenic Air Force Command and Staff College. His research focuses mainly on global monetary history and policy, and on the Greek economy and the European integration. He has published two books, a great number of opinion articles in the Greek and international press, and several articles in Greek and foreign academic journals. He holds the Financial Times Non-Executive Director (FT NED) Diploma.

image Plutarchos Sakellaris

Plutarchos Sakellaris is Professor of Economics and Finance at Athens University of Economics and Business and Honorary Vice-President of the European Investment Bank. He has been Chairman of the Council of Economic Advisers at the Hellenic Ministry of Finance, representative for Greece in the Economic and Financial Committee and the Euro Working Group of the European Union, an economist at the Federal Reserve Board, as well as a visiting researcher at the European Central Bank.

He has been a professor in various European and American universities. His research is focused on banking, investment, business cycles, economic growth and fiscal policy. He has published in highly prestigious scientific journals.

He graduated from Brandeis University, USA. with a Bachelor of Arts (B.A.) degree in Economics and Computer Science, with the highest distinction (summa cum laude, with highest honors). He holds a Ph.D. in Economics from Yale University, USA.
